v1.6.2 update

Changelog:

• Made Delayer delay signals by 0.2 seconds rather than 0.25
• Made Stretcher stretch signals by 0.1 seconds rather than 0.25

Note: This should fix some problems and possibly increase performance of certain circuits that require precise timing, though will require 2 stretchers to almost replicate the duration of the original stretcher. Update was mainly made due to timing issues with my calculator project showing this could be a bigger problem.
